device config problem- HELP!

I am trying to install a Pertec "My Tape 3200" tape drive into a Compaq Presario 5050 machine. P3- 333 Mhz CPU 96 Meg RAM running Win98SE... I can get the thing to see and access either the 3 1/2 floppy (a:) or the tape drive (b:) provided either one or the other is plugged into the floppy port. piggy backing both on the same port causes the activity light on the floppy to stay on constantly, and the tape drive to do nothing. It doesn't matter if i go from the mainboard to the floppy to the tape, or the mainboard to the tape to the floppy, the result is the same. activity light 'on' constantly on the floppy and no activity from the tape drive. Checking the device manager shows -

a: drive (floppy)
b: drive (floppy) (should be the tape)
c: hard drive
d: CD ROM drive
e: CD rewritable

both the floppy and the tape come back with "drive not available" errors, if you go to My Computer and click on the drive icons.... I checked to see if there was a way to jumper the drives master and slave, but neither drive has the jumpers on the back side......
