The end that is shaped like an arrow is supposed to be caught by the tape positioner arm (visible just inside the drive door ready for threading into the next tape leader loop. The other end fits into an anchoring slot in the take-up reel inside the tape drive itself. Usually a see-thru plastic cover protects the take-up reel. It just snaps off and if the leader is not broken (it probably is) then you should be able to re-fit it into its anchor slot in the take-up reel.
