The Asp4Wave.vxd (sound card driver for DirectX) was not compatible with the DirectX 8. My asp4wave.vxd was based on the Directx ver 5. I went to Dell File Lib and downloaded the "latest" version of the sound card driver to my card (Turtle Montego I). The driver was from 1999 for DirectX ver 6, but after removing the old version of the driver, installing the new driver and rebooting the computer, all programs that failed to start are now working fine.

So try to find a newer driver to your sound card.
