I have Relisyss.exe. For some reason this diagnostic crashes my machine when run from a desktop shortcut, but otherwise works great. You can replace your drivers by downloading reli428.exe from:http://www.nethertz.com/drivers/Scanner/Relisys%20Reli%204830%20Scanner%20Drivers%20v428.zip
Once the drivers are installed properly, be sure the following line is the LAST line in your CONFIG.SYS file: DEVICE=C:\SDR2ASPI.SYS
Of coarse this means that SDR2ASPI.SYS must be in the directory you specify (here, your root, on drive C). This driver creates SDR2ASPI.ADR which contains the address (in hexadecimal) to be selected by the SCSI card as the port communication address.
You don't normally have to change this manually. SDR2ASPI.SYS will not re-choose a new port address unless you erase SDR2ASPI.ADR. Even then, it may choose the same address if it can detect no obvious conflict. If you have potential device conflict problems, check each of your device RESOURCES in your DEVICE MANAGER in your SYSTEM PROPERTIES under SYSTEM in your CONTROL PANEL and make sure they don't overlap with the address in the SDR2ASPI.ADR file. Let me know if I can help further.

Simon

P.S. You don't need to be running in any 32 bit mode (this includs yor FAT). 16 bits should work just fine.
