This is a common problem, Shane. You probably reinstalled Windows with all of your peripherals attached. You should at least keep all of the USB devices disconnected until you have Windows up and running...then attach the devices. Preferably, you should take out all cards inside except for the video card and reformat/reinstall. This may not be realistic for you, so just disconnect all exterior devices.

Another common problem is having the BIOS set for a non-PnP operating system. This forces Windows to take orders from the BIOS for setting resources in Windows. This is not good because Windows is better at it.

I would boot to BIOS setup and go to "PnP/PCI" setup and select "PnP OS", "Auto" and "Reset Configuration Data". I would then move to Integrated Peripherals and disable both Serial ports...most folks don't use them and that will free up 2 IRQs.

Next go to Safe Mode, unplug any USB devices, remove the HP software in Add/Remove and go to Device Manager. In Device Manager, remove the USB Root Hub and Host Controller *in that order*. Remove the scanner drivers here too. Look around and remove all duplicate drivers and any that look suspicious.

Reboot normally and reinstall the scanner.
