the first thing to do is to stop the OS from trying to load this file at boot up, open msconfig, find the entry in 'start up' and clear the box, now reboot, uninstall the offending Norton anti virus and then re-install after a further reboot.Things should be OK but you will need to immediately update your installation for the latest definition file from Norton.
