This scsi hlp file is known to cause issues with some configurations, unless you are running a scsi device or iternal card you dont need, go to the C:\windows\system folder and when you find it, rename it, change the extension to .old or something, at least then you can restore it to its original name if it causes a problem, usually it doesn't and you'll be able to load your program without a blue screen.
