probably the fastest and least hassle way of repairing this installation is to run the Win 98 installer and do an 'in place' install, in other words choose the C:\windows directory to install to and your missing or corrupt files will be replaced, some times it's not sufficient to drag a copy of a file from the .cab files, there may be registry entries that are missing also. 'In place' installs only overwrite the system files\folders you wont loose any data.
I would do a full surface scan first to make sure you dont have bad clusters, often the cause of this sort of error.
