The date against the failing driver is clearly one written sometime before USB 2 was released so it would appear to be the driver supplied for the hub by Windows, you don't say which version you run but if for instance it's XP you need the SP1 pack installed for proper support of USB 2 devices.
However I would take it back to the shop that put the card in and ask them to either configure it properly or give you a refund as at the moment it clearly 'not fit for the purpose' under the 'sale of goods and services act'
Unless you get a good one that has been endlessly recommended by someone other than themselves, high street PC stores have a limited amount of knowledge about PC's, your probably better off biting the bullet and reading up on doing it yourself, its a straight forward install and wont tax anyone too much.
