Its installed by default when Windows is setup, assuming you have an atx motherboard. When you attach your mouse and restart Windows will detect it and install the PS\2 compatible port and driver without any help from you. If your mouse has its own driver for special features just run the setup.exe file from the floppy or CD, reboot again and the jobs done.
