I also had the Sis 7001 problem. It would install but after a restart the problem would happan again. To solve it i disabled ACPI in the BIOS and removed the MicroModem (this was the only device that could be removed as the motherboard was built in S/V/L). When the computer boots it assigns an IRQ and resources to the USB controller. Then you put in one by one which ever other PCI devices you have. It seemed to be an indirect Resource Conflict.
