I had similar problem, with same Sis USB controller. I solve it with keeping the first (=nearest to memorybanks) PCI-slot free. Before that, the controller took in use the same IRQ as the card in the first slot.

And before I noticed the solution, I tried all the tricks that were in www.usbman.com, but they didn't work...
Anyway there is allso lots of good tricks and advices.

I have ASus-motherboard with Sis 5598 chipset, AMD K6-2 266 Mhz, and Win-98 (at this moment).

Now the USB seems to work.
