This is an error in the construct of the
netnocp.inf - (found in the c:\windows\inf directory) or another .inf (do a 'find' for nocdev.vxd in the inf files in the inf directory if you don't have a netocp.inf) that references the nocdev.vxd. Whomever put the .inf file together forgot to add the following lines:

[SourceDisksNames]
1="",,0

[SourceDisksFiles]
nocdev.vxd=1

Add these lines and it won't ask where the file is anymore- BTW- if you look, the nocdev.vxd file should already be in your \windows\system directory, so the copy is redundant.
