The manufacturer is not IC-CARD+ but D-COM in fact! (took me 3 hours to find out myself! You can also check the FCC search at windrivers.com).

I have an older version (IC-CARD, not IC-CARD+) which works fine if you install the D-Link DE650 Ethernet Card PCMCIA driver in Windows 2000!!

All the credits to the CHEMUSA.COM guys who have this information on their website.

PS. I hope this helps your quest for the IC-CARD+ driver. I am sure it is just another D-Link model in disguise!
