Hi.
I need to produce a network simulation - to show the effects of different bandwidth/latencies on application performance.

What I would like to do is connect 2 wintel laptops (eg by a serial cable) and write a network adapter driver which will simulate varying bandwidth/latency by dropping bits or adding delays. That way I can presumably run regular apps (such as streaming video, etc) over the simulated link.

Firstly, am I thinking about this the right way or is there an easier approach to solving this?

Secondly, does anyone know of a similar tool out there?

OR - since I have no experience programming under the windows environment - could you please help me get started? ie.
o are there skeleton network adapter drivers available?
o are there prewritten serial drivers available?
