It is a native windows driver,
but here is a common problem :

Document #: 03844

3C503 - Win95 - Error: Your
Network Adapter is not functioning

Problem: On Windows95 boot the following message appears: "Your network
adapter 3Com Etherlink II or II TP (3C503) is not working properly. You may
need to set it up again." The device manager shows an exclamation on the
adapter. Resources in Win95 are I/O 0250-025F, IRQ 3. Resources set by
jumper on the adapter are I/O 300, memory C8000.

Solution: Set the beginning I/O value in Win95 to 0300 to match the resources
set on the adapter (assuming I/O of 300 does not conflict with another device).
Set the memory jumper on the adapter to Disable. From Windows Controll
Pannel-Network Icon, select properties on the 3C503. Select Real Mode
(16bit) NDIS driver.
