How do you force drivers to stay in Win89 memory via win.ini config?

I have a PPPoE DSL connection, and it takes a long while for connection establishment to occur. For a variety of reasons, I strongly suspect all the necessary drivers are not being loaded at Windows 98 bootup. If I knew how to force certain drivers to load into memory within win.ini, I could get the fast conectivity I am looking for. Can anyone point to a site which describes how to force certain Win98 drivers to stay in memory
