Make Sure:

1. No other device is connected to the same COM Port(e.g.: Mouse). If this is the case, first move your modem to a free COM port (say COM 4).

2. Insert your driver disk and Goto Device manager. Remove the device labelled "Unknown Device" in "Other Devices" and Click "Refersh".

3. WIn98 will now show the hardware wizard. Select "Have Disk" and point to your driver disk.

4. Click OK to finish the setup and reboot your machine. This should do it.

In case you don't have the driver, go to google and search for "PCTel Drivers". You'll get a list of sites, go there and download the modem driver.
After that click "Have Disk" -> Browse and point to the downloaded driver files.
