MS Keyboard drivers themselves don't control any key sequences. Try looking in the Start Programs menu for a keyboard configuration where keys can be set. Ctrl shortcuts are set by an application (e.g. MS Word XP sets Ctrl+A to "Select All" to select all text, graphics etc in a document.
