I think we need to just clarify a couple of things here, firstly that you are booting to the XP CD and not starting the recovery console. Second if Windows can't delete the partition it may have been created with a drive overlay for BIOS recognition, in which case you would need a small utility called 'delpart.exe' download it and copy it to a floppy that you have already made using Windows, format it and choose the create MSDOS start disk option, copy delpart and with the floppy still in reboot your PC, press DEL repeatedly until the BIOS set up screen apears, under 'advanced settings' choose the boot order so that the PC boots to floppy drive A: first then press escape to get back to the front page then save the settings and exit, the PC will reboot but to the floppy and you will be left with an A:> prompt just type delpart and press enter, the utility will run, follow the menu and delete the partition. Reboot your PC and go to BIOS again to reset the boot order to boot to IDE 0 first then CDROM next, put the XP CD in the drive before saving and exit and it will reboot again and start the CD installer, you will have to activate XP again but this won't be a problem.
OH yes just one last thing http://www.coxpc.com/download.htm the place to get delpart. It's written by Microsoft and a handy utility to have on a bootable floppy, despite the warnings you will get when you delete the partition everything will go fine.
