Is it looking for the win98 startup diskette? If so, you can make one (Help, startup, disk creating) if you can reinstall the old HDD on the system as the boot device. For that matter, if you reinstall your old HDD as the boot device you can EASILY CLONE your old HDD PERFECTLY to the new one:
1. Partition and format your HDD (format /s) to make the new HDD bootable
2. Get to a DOS prompt and use xcopy:
c:\windows\command\xcopy c: newdrive: /s/e/c/h/r/k
If you want to know what the switches mean just run:
xcopy /?

I have used xcopy to clone about ten win98 and win98se HDDs; longfilenames are NO PROBLEM. The clones work perfectly.
