You have two problems - the first, re-formatting the HDD will be TOO EASY - BUT what do you plan to do after that? Your second problem will be to re-install the OS.

Suggest that you figure out how you are going to re-install the OS without a boot diskette BEFORE you reformat your HDD. Does your laptop support bootable CD? Is your OS CD bootable?

When you are CERTAIN that you will be able to boot the OS CD and re-install the OS WITHOUT a FDD then you can reformat your HDD:
1. Boot to a DOS prompt
2. c:\windows\command\format c:/s/u

If you prefer, you can type the command line into the windows "run" window.

You should be able to boot your laptop to a DOS prompt after the format; then install the OS.
