Your UDMA 33 controller will force your drive to operate at that rate, to get it to run at ATA 66 you need a board with the correct type of IDE controller, the correct data cable which is 80 strand not 40 and most new motherboards will have these as standard,You can buy a PCI expansion card with such a controller on it but at the prices of the two a new board is the sensible option, you also get an upgrade of other technologies that you will benefit from with what you want to use your PC from.
