I don't remember if the homemade win95 startdisk asks if you want CD support - maybe it just provides it. CD Support just loads generic DOS drivers for the CD. Have you tried to address the CD (should be D: drive?) from the A:> prompt? If no, try it, if yes or it doesn't work then try to get a win95 (or win98) start disk (ANYTHING should be OK to get the CD moving) from:

If no luck there, find your CD Driver diskette - (or download DOS drivers from your CD Maker's web site) readme file should tell you how to load DOS drivers (autoexec.bat and config.sys) - you only need the DOS drivers to get the CD started.
