The system is looking for a boot record on the primary partition of your 'master' HDD on your primary IDE controller(sometimes IDE 0 or IDE 1)
if it cant find one it cant do anything.
Restart and enter the BIOS change the bootable device order so that it looks on IDE 0 then IDE 1 then the floppy, this is in case you have the OS on the second controller and dont realise it, finally it finds none it will boot the floppy from where you can interogate youe HDD to find out where the files are(you did make a primary partition active and format it NTFS I suppose?)
