I read there are two kinds of format high level and low level. I also read that low level formating will restore my bad clusters. Would someone advise me on this. If this is a virus what kind of format would delete it completely from my computer. Please send me a message as soon as possible. THanks in advance

Did you run scandisk and perform a thorough surface scan - if NO, do so and the cluster won't be a problem anymore. If some of your win or driver files were using part of the bad cluster that might account for your CD troubles. First, let scsandisk fix the bad cluster then reload win98 if you still have the problem.
