It sounds like the HDD is defective, it very likely has a lot of BAD sectors. If format ever finishes it will have marked a lot of sectors (clusters) BAD. AFTER the drive is formatted you can run scandisk, thorough surface scan - the map will show you the bad cluster distribution. Scandisk will probably find some more bad clusters.
