Steve probably was thinking to simulate the NT installation which gives you an option to format the drive with FAT or NTFS file system (that's after 3rd diskette) and then to cancel the installation (stupid way, but it works)
However your HDD wouldn't be bootable because the Win98 system files wouldn't be copied to system partition ...

Do it Chef's way ;)
