1st: Can you type CD C: and see the hard drive?
2nd: Get a Windows 98 Startup disk and run it. You will have options for:

a. Startup with CD ROM Support
b. Startup without CD ROM Support
c. Startup with Command Prompt only.

Also a WIn98 startup disk has FDISK on it which you can initialize and partition a Hard Drive to be a boot drive and the system files go on it automatically.
