It wouldn't through up that message in safe mode because only protected 16 and 32 bit drivers are loaded, VMM is used to manager the virtual drivers and libraries o its not loaded. You are quite correct in that you may not just swap system files from one OS to another, the only way around this is to extract a copy from a 95 cab file or failing that(and in any case a sensible idea)run 98 over the top of the 95 install to cure that and all sorts of other problems 95 will give you.
