If you use Win 98SE or later most enumeration problems are sorted out so it looks like a straight forward IRQ conflict. Look in device manager for the reason behind the yellow mark, your IDE's should be using IRQ 14 and IRQ 15 for IDE1 and IDE2 respectively. If not change them, if Windows wont let you check which devices they conflict with and remove them, physically that is as well as in device manager. remove your IDE controller and reboot, they should get reloaded without the problem. Now put each other device back on its own and reboot, if you get the conflict change it to a different slot and try again.
If you have an Intel chipset there is a device enumerator you can download from www.intel.com/chipsets/drivers/ that may help.
