Make a floppy start up disk. Boot computer with floppy in drive, wait for the A:> prompt (you may need to choose to have CD support or not, at this stage say no)
at the A:> prompt type format x:
where x is the drive letter of the one you want to format, format will verify you want to proceed and then format the drive.
Reboot the PC still with the floppy in, this time choose with CD support at the a:> prompt type the letter of your CD drive( well what it used to be but the next letter due to windows loading a ramdrive, so if your CD was D then use E for now, dont worry it will be put back as part as the installation)
so if the CD was D type D: press return
you should have your OS installation disk in the CD drive by now, the prompt should change to the letter you typed, then just type setup and press return, follow the instructions.
