The resolution maybe alot easier than you think, I have had this before & it was all down to command.com being in the root of c:\ try deleting or renaming before you start the install, ME & 98 see DOS on the HDU & assume this to be an existing operating system which ME & 98 cant upgrade. Also maybe some hidden files like IO.sys & MSDOS.sys which you may need to delete in the root of C:, did you use format /s? you can just ignore all of the above & reformat but without the /s as this what adds the boot files after the format that you dont need.

Hope this helps!

: I just bought a Maxtor 40GB 7200rpm Hard drive. I partitioned and formatted the drive with no problem. However, when try to install Windows ME, "Warning SU0168- Your computer already has an operating system installed, which cannot be upgraded by this version of Setup. Please obtain the Windows ME Upgrade." message popup. I then try Windows 98, the message SU0168 still popup. Can anyone please help me? (Motherboard -ASUS ???, Precessor -PIII 500mhz)
