There probably isn't a TRUE low level format utility for an IDE HDD outside of the factory - but if someone has a free one I'd like to get a copy. That said, MOST HDD makers post diagnostic utilities on their web sites that will also erase the drive completely; some call the function "low level format" or erase or wipe or ...

Since your drive isn't working very well I suggest that you download and run the HDD maker's diagnostic; include a destructive (just destroys all data) write/read surface scan (if available) - otherwise just erase or LLF the drive if it passes diagnostics.

Note that after you erase the drive your files will be really gone and you will need to partition (fdisk) and format your HDD before you can use it.
