UDMA/33 should be 33 MB/sec (about 2x15 MB/sec) so it looks like you are in a PIO mode. Make sure that you ENABLE DMA - otherwise PIO will be used; confirm DMA in use in CMOS Setup. Check the BIOS/CMOS Setup section of your mainboard manual for details.

Check your HDD software CD or diskette - there may be an ATA/100 - ATA/66 Utility to change your HDD maximum data rate - try it.
