It sounds like your BIOS only shows 32 GB of your 40 GB HDD. If that is true then you have a BIOS capacity limit. MAYBE you can update the BIOS so that your PC will see the entire 40 GB, but maybe not (if not, just use an ATA/66 card - it will support HDDs up to about 128 GB). You should look for a free BIOS update on the mainboard maker's web site. Post again if you need help figuring out your mainboard maker and model.

Microsoft issued updates for fdisk, scandisk and maybe format to support large HDDs - search the ms knowledge base.
