it should go like this, create primary partition and set active(C: at 30 Gb)
create one extended partition to use all the available remaining space, another 30GB, then define logical drives in the extended partition, which would be D: and E:.
If you created one primary and then an extended 15Gb partition, any others would not exist and therefore not visible, unless you specifically create all of them to be primary partitions, of which you can have 4 per HDD.
