Serial Numbers are unique and assigned by the HDD maker. They are basically permanent; I don't know any way to change a HDD's Serial Number.

Volume Number is a random number generated when a drive is formatted; you get a different Volume Number every time you format a drive. There is no assurance that the same Volume Number could not be assigned to two different disks.

Sometimes there is confusion - Volume Number may be called Serial Number in some cases. If you want to read HDD Serial Number you will be reading HDD controller data from the HDD firmware (maybe indirectly via the PC BIOS); Volume Number will be read from the disk.
