Does your BIOS recognize the full capacity of your new HDD? If no, how are you supporting the drive? Where and how did you format it and put files on it?

What fdisk version are you using? Anything earlier that win95OSR2 (win95b) is 16 bit, FAT16 software; you MUST use fdisk from win95b or LATER for FAT32, 32 bit utilities and very large HDD support.

fdisk, format and scandisk have large HDD issues and you need to do some patching if you haven't already done so. Here are some ms articles that may help (patches are linked in the articles):
