This sounds like a power management problem. Some longshot ideas:
1. Look for FAQ and BIOS update on Jetway web site
2. Contact Jetway Tech Support by phone - you may have a defective board.
3. Need to figure out if it is CD-RW, mainboard, Power Supply or ...
4. ATX Power Supply is not switched off when you switch the PC off - power management switches power off to most features but something is always ON. Is the problem on a particular power branch from the power supply? What happens if you 'Y' power from a HDD that does switch OFF when you shutdown? Are you letting winXX shutdown completely or must you switch the power supply off yourself?
5. Does the CD-RW work right on a properly functioning PC?
