Have you gone to Control Panel>Administrative Tools>Computer Management>Storage>Disk Management?

From there you can partition and format your new HD.

: I have Windows XP Professional and I'm trying to install a second hard drive. The hard is a Generic Brand Quality 40GB IDE 5400RPM Hard Drive. The hard drive shows up in the BIOS and in the device manager but won't show up in My Computer. How do I get this drive to show up, partition it or format it.
