Use a Windows 98 Startup Disc to format C drive
If you havent one go to

Change boot sequenc to A first in the Bios.
Insert Win98 boot disc, bootup.
Chose Start Computer with CD-Rom support.
Let the drivers loadup.
Your CD-Rom drive letter will be pushed up one letter.

ie if you only have one drive it will be E
At the E promt type Setup and press Enter to start Windows.

Thats it.
