I don't understand why win 98 doesn't like your FAT16 partition unless the partition is too small or it has something scrambled in a vital spot. Suggest that you make a clean install of win98 by deleting the partition(s), rebuilding them and formatting them. Make sure you are using the 32bit DOS that you get with win95b and later. If you are using DOS from win95a or earlier (like DOS 6.xx - you cannot create FAT32 partitions). Be sure and run scandisk and make a thorough surface scan before you try to install - if you have a bad spot it might choke win98.

If you want to make a really clean install you can download your HDD maker's diagnostic utility and erase the drive completely with the erase or "low level format" function. Don't let the name "low level format" scare you - the program or function does not format anything - it just erases the entiire user accessible surface as the maker does before the drive is shipped. Partition, format and run scandisk as above.
