Suggest that you download the HDD maker's diagnostic utility and run it. If your drive is NOT OK you will need to replace it; if the drive IS OK you should be able to erase the drive completely with the "low level format" function (DOES NOT format anything, merely writes zeroes to every sector of the HDD). If you suspect a virus this will kill everything on the disk; then partition, format and scan for bad sectors.

BUT - your HDD seems "operable" to some degree. Consider re-installing winme - if that works run scandisk and perform a thorough read/write surface scan (set up the scandisk options correctly) to mark bad sectors out of service.

Since you are using winme I assume your drive is formatted FAT32. If FAT32 and you are using DOS6.xx or DOS from win95a to access your files that WILL NOT WORK; you have the 16 bit version of DOS and utilities which do not support FAT32. You need to use DOS from win95b (win95OSR2) or LATER to get FAT32 support.

You can easily make a mini DOS9x "system". Get on a win 9x system (win95b or later) and make a bootable floppy then find and copy fdisk, format and scandisk to it (look in \windows\command if not there use explorer and search for them) - should give you access to files on any FAT16 or FAT32 volume.
