That 'allow disconnect' is not the sort of disconnection you think it is, it is primarily for SCSI drives which is why it will be unavailable as a choice for an IDE HDD.
The only way around this, I think, is to create two user profiles for yourself and in one of the cases in device manager, disable the HDD in question by ticking the 'disable in this hardware profile' tab, it will mean you would need to log on\off, but you cant physically disconnect the thing unless you by a 'caddy' and install a caddy bay HDD.
