If you formatted using the PB start up disk for Win 98 it will have transferred system files to drive C:\ to make it bootable. Start in DOS (use a boot disk to get an A:\)and delete tha files, command.com and IOS,sys.These two files are both used by 98 and 95 but different and incompatible versions.The 95 install routine is detecting the presence of these two 98 files as an operating system, so it is protecting what it sees as an OS.
Having removed these(if you cant delete from DOS, do the format again but dont add the /s switch or agree to transferring system files,at the A:\ prompt type format c:)
reset your PC after all that this time with the Win 98 start up disk in and choose 'with CD rom support'(it still works even if your installing 95)and with the 95 CD in the drive you should be ok.
