Formatted Hard Drive - can't recognize CD

I've formatted the hard drive on an old office computer to remove excessive partitions. Now that the drive is formatted, I can't seem to install the CD drivers properly. I have an installation disk with the drivers on it, but when I install it, I get mscdex errors and then I get errors about my autoexec and config.sys files, and then it can't locate my Windows folder for the sys.ini file!!?? I understand it won't locate the Windows folder until I have installed Windows (95) on the system, but I can't do that until I get the CD working properly.
I've tried everything I can think of, but I'm sure I'm missing something simple!

PLease help!
