It is not a virus.
There is a DOS 8. running, underlying Windows ME.
You get this error message when you have put a Win ME driver on a Win 98 machine, especially for something like a mouse driver. That driver is what is looking for DOS 8.0. I'll bet that the last time you were running you might have moved, or updated some driver or somthing like a .vxd or .dll onto your Win 98 setup. Copy your old driver back using DOS.
