I have the same problem with the last SIS driver (2.06).
I found no solution.
I can see TV but the quality is bad and all advanced properties for TV manipulation are disabled.
The problem is just under XP

: : 4) Turn on TV-Out in BIOS for PAL (Europe) or NTSC (USA, Japan...)
