I have SIS630 integrated Graphic with TV-Out on my Notebook. It works just fine for me. Try this:

1) Get latest drivers from SIS
2) Turn off your PC/Notebook and connect PAL/NTSC cable to yout TV
3) Turn on PC/Notebook, go into BIOS (on my Notebook i have to press ++)
4) Turn on TV-Out in BIOS for PAL (Europe) or NTSC (USA, Japan...)
5) Restart, not it should work

NOTE: If TV-Cable is ot connected at Windows startup, TV-Out will not be listed in SIS Properties
